Life Science Partner is pleased to announce the recruitment of Jo Carol Hiatt, MD, MBA to become the Vice President, Health Economics and Patient Value for the Medical Device Innovation Consortium (MDIC).

The MDIC brings together representatives of the Food and Drug Administration (FDA), National Institutes of Health (NIH), Centers for Medicare and Medicaid Services (CMS), industry, non-profits, and patient organizations to improve the processes for development, assessment and review of new medical technologies. It is the only public-private partnership developed to work with government and industry stakeholders to advance solutions that promote patient access to innovative medical technologies.

Jo Carol Hiatt

Well-known across multiple industries, Dr. Hiatt will lead the MDIC’s efforts to increase predictability regarding the scientific and clinical evidence to support health economics assessment and the “reasonable and necessary” standard. She will act as the critical leader to interface between the MDIC, its members of the board, FDA, CMS, and other payors. In addition, she will manage the Health Economic and Patient Value committee to focus on projects that have a high priority for its members.

Previously, Jo Carol Hiatt was a Chair for the Inter-Regional New Technology Committee for Kaiser Permanente, where she led physicians and executives in reviewing evidence for new technologies. As an Assistant Medical Director, she acted as a liaison and strategist to produce recommendations for quality care based on available evidence and patient supply/demand forecasts. Her deep understanding of coverage processes as well as her connections with various organizations across the industry will make Hiatt a valuable addition to the MDIC leadership team.

Hiatt graduated from Stanford University with a Bachelor of Arts, received her Medical Degree from Duke University, and completed her internship and surgical residency at University of California, Los Angeles. She also earned her MBA from UCLA in 2001.

Spurgin will lead the MDIC’s efforts to increase predictability regarding the scientific and clinical evidence to support health economics assessment and the “reasonable and necessary” standard. She will build on the organization’s earlier successes in advancing regulatory science, but with a focus on patient science and economic value.

Prior to assuming her new role, Spurgin was a senior advisor at the prestigious healthcare advisory firm Leavitt Partners. Here and in her earlier roles, Spurgin has extensive experience working with CMS on health economics and coverage matters. Spurgin holds a Master of Business Administration with a specialization in health care management from the University of Connecticut, as well as a Bachelor of Arts from the University of Illinois. Her deep understanding of the CMS coverage process as well as her thoughtful, results-oriented leadership style will make her a valuable addition to the MDIC leadership team.

Prior to starting her own consulting firm in 2017, Ms. Goldberg served as the CEO of the Massachusetts Technology Collaboration, a public economic development engine designed to foster technological advancements, where she helped launch Massachusetts to national leadership for adoption and interoperability of electronic medical records and collaborated to build the health information exchange connection to the EHR.

She will succeed Bill Murray as CEO, whom Life Science Partner recruited at the organization’s inception, and is well-suited to lead MDIC into its next phase of growth and impact, building on the foundational successes of Mr. Murray and his team.

Pamela Goldberg

Ms. Goldberg has demonstrated consistent success in working across the boundaries of government, in both non-profit and private industry and with regulatory bodies to drive consensus. Previously, Ms. Goldberg served as director of The Center for Entrepreneurial Leadership at Tufts University, a program she launched to drive innovation for the university. Ms. Goldberg received her BA from Tufts University and her MBA from Stanford University.

The MDIC, through its public-private partnership between government and regulatory agencies, non-profits, and the medical device industry, aims to advance regulatory science and bring innovative technologies to patients. MDIC coordinates the development of methods, tools, and resources used in managing the medical device life cycle to improve patient access to cutting-edge medical technology.

Life Science Partner recruited Rachael Fleurence, PhD, to serve as the MDIC’s Executive Director, Coordinating Center in partnership with the National Evaluation System for Health Technology (NEST).

MDIC is the first-ever public-private partnership (PPP) created with the sole objective of advancing medical device regulatory science. MDIC is a nonprofit 501(c)3 organization that operates in partnership with the FDA to improve the medical technology environment. The U.S. Food and Drug Administration (FDA) has awarded the MDIC $3 million in seed funding to establish the Coordinating Center for the Medical Device National Evaluation System for health Technology (NEST).

While at PCORI, Fleurence lead the launch of PCORnet, a national patient centered research network consisting of 130 institutions and patient groups nationwide. She also directed the Clinical Research Methods program in areas including comparative effectiveness research, methods for patient engagement and research prioritization and analytical methodologies.

“The initial phase of the NEST project will include demonstration projects piloting methods for tracking medical device data and patient-reported outcomes through the use of real-world evidence., Fleurence has the unique capability to lead the vision and execution of the MDIC’s Coordinating Center in partnership with NEST,” states Tom Callaway, MD, Founder of Life Science Partner.

Rachael Fleurence earned her Bachelor of Arts Degree in Social and Political Science from University of Cambridge, UK, and her MA in business management from ESSEC- Paris. She completed her Master of Science and PhD in health economics from the University of York. She also completed her AMIA 10X10 Bioinformatics Certificate from the Oregon Health and Sciences University.

Former Vice President, Global Clinical Affairs, Zimmer Biomet

Life Science Partner recruited Jing Xie, PhD, MS, former Vice President, Global Clinical Affairs for Zimmer Biomet to become the Medical Device Innovation Consortium’s (MDIC) first Vice President, Clinical Affairs.

MDIC is the first-ever public-private partnership (PPP) created with the sole objective of advancing medical device regulatory science to expedite development, assessment, and review of innovative medical technologies. The overall mission of the MDIC is to support the FDA’s vision to achieve first in the world patient access in the US and to assure the safety and effectiveness of medical devices through the Total Product Life Cycle.

Xie takes on her new role at the MDIC after having oversight of approximatively 300 clinical projects worldwide for Zimmer Biomet. She possesses a highly successful track record in the orthopedic industry for delivering on objectives, while maintaining effective collaboration with internal and external stakeholders.

“With a global understanding around clinical trial management including data integration for regulatory agencies across the US, Europe and Asia, Xie is a well-seasoned leader to execute the clinical affairs initiatives at the MDIC,” states Tom Callaway, MD, Founder and President of Life Science Partner.

Jing Xie earned her Bachelor of Science Degree in Analytical Chemistry from Xiamen University in China and completed her PhD in Materials Science from the University of Alabama. She holds an MS in Computer Science from Purdue University and an MS in Chemistry from the University of Alabama.

Former President and CEO of ReShape Medical

Life Science Partner recruited Bill Murray, to become the President and Chief Executive Officer for the Medical Device Innovation Consortium (MDIC), the first-ever public-private partnership created to advance medical device regulatory science and technology environment.

Murray has over 25 years of senior leadership experience spanning the range of privately financed start-up to billion dollar plus global businesses. Murray’s small company experience spans 5 years as CEO and executive consultant, including 3 years as CEO of ReShape Medical. His large company experience includes leadership as the Molecular Biology Division President of Applied Biosystems, and at Medtronic where he spent nearly 20 years in various senior leadership positions, including President of the Pacemaker Business.

Murray has also served as interim President and CEO of MTS Systems (MTSC) a public $500M industrial technology company. He currently serves on the Boards of MDIC, ILT, Sonex Health and Meso-FLow and previously served on the Boards of MTS Systems, LifeSync Holdings, and ReShape Medical.

Murray earned his Bachelor of Science Degree in Electrical Engineering from the University of Florida.
